mObywatel is a government mobile application and website for accessing public services. Official information about both is available through Gov.pl.
The app is free to download from Google Play or the App Store using links provided by the government. Read the current description of the service you need: document and feature availability depends on its individual requirements.
Do not assume that every digital document replaces a physical one in every situation. Before travelling or handling a particular administrative matter, check the requirements of the relevant authority.
